According to information compiled and released by the Ministry of Finance, in 2016, the scale of government procurement nationwide continued to grow rapidly. The nationwide government procurement figure, calculated using a consistent methodology, reached 2,573.14 billion yuan, an increase of 466.09 billion yuan over the previous year, representing a growth rate of 22.1%. This accounted for 11% of total national fiscal expenditure and 3.5% of GDP. With supportive policies, small, medium, and micro-sized office furniture enterprises have achieved relatively good development.
To leverage the policy functions of government procurement, promote the development of small and medium-sized enterprises (SMEs) that meet national economic and social development policy objectives, and enhance their product quality, service standards, and reputations, the “Interim Measures for Promoting SME Development through Government Procurement” have been formulated in accordance with relevant laws and regulations such as the “Government Procurement Law of the People’s Republic of China” and the “Law of the People’s Republic of China on the Promotion of Small and Medium-sized Enterprises.” As a result, SMEs and micro-enterprises have become more active in the market. With the removal of qualification requirements for government procurement and the gradual liberalization of the bidding agency market, tendering and procurement—as a fundamental procurement method in the market economy—will play a decisive role in optimizing resource allocation. Priority will be given to supporting outstanding suppliers that are strong, reputable, highly productive, low-consumption, environmentally friendly, and socially responsible. In the process of fully leveraging policy resources for support, SMEs and micro-enterprises should actively accelerate brand building and establish a solid reputation and strong brand image among various government procurement entities.
To assess the strength of small and medium-sized enterprises (SMEs) in the office furniture sector within government procurement over the past year and to promote outstanding suppliers to government agencies and project owners, China Procurement & Bidding Network and China Top Enterprises Ranking Network jointly organized the “9th China Office Furniture Tendering and Procurement Evaluation & Promotion Event 2017.” The evaluation process leverages big data from bidding and tendering activities, employing a combination of qualitative and quantitative assessments. The qualitative assessment focuses on SMEs’ strengths in “specialization, high-quality products, distinctive features, and innovation,” while the quantitative assessment primarily examines the positive feedback rate received by participating companies from project owners for their 2016 winning bids. Ultimately, the “Top 50 Outstanding SME Suppliers for China’s Government Procurement of Office Furniture 2017” list was compiled, with Guangzhou Shenghe Furniture Co., Ltd. ranking third.
